How much will the project cost?
Including the construction contract, owner’s costs, and contingency, the total budget is estimated at $3.3 billion in 2016 dollars. This will make it one of the largest infrastructure projects in the country.
How will the project be paid for?
The Hampton Roads Transportation Accountability Commission (HRTAC) is the primary funding agent for this project, using local revenue from sales and gasoline taxes in the Hampton Roads Transportation Fund. The project will likely receive state and federal support and may also leverage private financing, depending on the selected procurement approach.
When will construction begin? How long will the project take to complete?
The construction contract is expected to be awarded in 2019, with an estimated completion in 2024.
Will my home or business be affected by the project?
The project footprint has not yet advanced far enough to confirm which properties will be affected. A preliminary design was developed as a proof-of-concept for the Final Supplemental Environmental Impact Statement (SEIS). In 2018, VDOT will request proposals from bidders to develop innovations that refine this design concept, which will be finalized when the construction contract is awarded in 2019.
Will construction impact Hampton University property?
In accordance with the Commonwealth Transportation Board’s commitment in December 2016, the project will not take any of Hampton University’s property. The Programmatic Agreement, as part of the Final SEIS, also prohibits construction activities within a specified limit of disturbance around the Emancipation Oak in Hampton.
