About the Project
In 2014, the Hampton Roads Transportation Accountability Commission (HRTAC) included a Hampton Roads Crossing Study in its list of priority projects, which led to the development of a Supplemental Environmental Impact Statement (SEIS) to evaluate options for this crossing. In December 2016, the Commonwealth Transportation Board approved “Alternative A” as the preferred alternative for this study, laying the groundwork to complete the SEIS and obtain a Record of Decision in June 2017.
Alternative A consists of improvements to the I-64 corridor between I-664 in Hampton and I-564 in Norfolk and will add a third lane to I-64 in each direction, beginning at the current transition point from three to two lanes in Hampton and continuing southeastward approximately eight miles to the I-564 interchange in Norfolk. Over the water, the SEIS concept design proposed a new eastbound bridge-tunnel just west of the existing crossing, with the existing eastbound HRBT being converted to westbound lanes. Other alignments and configurations for the crossing are also possible, as long as they are consistent with the project’s environmental commitments.
